ACC Kickoff puts 2026 on the clock

The ACC's preseason media days made the 2026 season feel less hypothetical. Miami is asking Darian Mensah to extend its run with another transfer quarterback, Dabo Swinney is asking Congress to bring order to transfer tampering, and a new mock draft has Dante Moore leapfrogging Arch Manning at the top. The AP Top 25 and game-result sections remain paused until the season begins, so the useful movement this week is in expectations, roster roles, and the 2027 draft board.

AP Top 25 and game results: still paused

There is no weekly AP Top 25 ballot to update during the offseason, and no FBS games were played in the July 12-19 window. That means there are no poll rises, drops, new entries, or upset-driven prospect swings to report. The football story is still being written through media days, preseason projections, and recruiting decisions rather than box scores.

The closest thing to a ranking reset was ESPN's ACC preview. It put Miami and Notre Dame at the front of the conference, with only 7.1 points separating projected second-place Clemson from 10th-place Duke in its model. Miami also avoids two of the league's other projected top-30 teams, which helps explain why the Hurricanes remain the cleanest ACC title-game pick before camp. 1

ACC Kickoff turns tampering into a federal question

Six months after accusing Ole Miss of tampering to pull linebacker Luke Ferrelli away from Clemson, Swinney said he still had no update from the NCAA. At ACC media days, he called the practice "rampant" and said, "We're probably gonna need some congressional help for that." His proposed deterrents were fines, suspensions, and firings. 2

The important change is not that Swinney repeated the complaint. It is that the complaint landed alongside an explicit Protect College Sports Act endorsement from Louisville coach Jeff Brohm. Brohm said tampering needs "guardrails" and backed the bill, which AP reported is in the Senate awaiting a vote. Syracuse coach Fran Brown was less optimistic, saying some behavior will continue even if rules change. 2

That gives the bill a new test. Last week's question was whether PCSA could assemble enough institutional support for a floor vote. This week's question is whether coaches can turn frustration over the transfer market into agreement on enforcement. Those are related problems, but they are not the same vote.

Miami's quarterback bet is also a draft bet

Mensah's move from Duke to Miami gives the preseason favorite a quarterback with a real résumé rather than a projection. He led the ACC with 3,973 passing yards and 34 touchdowns in 2025, after throwing for 2,723 yards and 22 touchdowns at Tulane in 2024. He told AP that watching Cam Ward become the No. 1 pick in the 2025 NFL Draft and Carson Beck reach the CFP championship game at Miami helped shape his decision. 3

Mensah also said he briefly considered entering the NFL draft but decided he needed more to show scouts, including better ball security and a willingness to take what defenses give him. That makes 2026 a two-sided evaluation: Miami needs him to win the ACC, while Mensah needs the season to replace a transfer story with fresh tape. 3

ESPN's ACC preview identified Mensah as its top transfer and described him as a potential game-changing addition for the defending national runner-up. The same preview lists 2026 as a conference with a high ceiling and a crowded middle, which puts unusual pressure on Miami's November schedule. 1

The 2027 board has its first real top-three reshuffle

The latest PFN mock draft, published July 18, put Oregon quarterback Dante Moore first overall, Ohio State receiver Jeremiah Smith second, and Texas quarterback Arch Manning third. That is a meaningful departure from last week's six-mock snapshot, in which Manning went No. 1 in every tracked projection. It is one mock, not a new consensus, but it shows how quickly the order can change before a single 2026 snap. 4

The Athletic's position-by-position ranking adds a useful guardrail to the mock-draft noise. Brugler placed Smith first among receivers, Texas' Cam Coleman second, and Indiana's Charlie Becker third. He called Smith the clear No. 1 prospect at any position in the class he had covered so far, while noting that Coleman now has a Texas offense built to feature him as Manning's top target. 5

That is the cleanest way to read this week's movement: Moore versus Manning is an unsettled quarterback projection, while Smith's position-specific case is already much firmer. Neither should be treated as a final draft order in July.

Two preseason stock watches

CJ Bailey, NC State

Bailey is not moving on a verified draft board in the material available this week, but the preseason case for a rise is easy to understand. He enters his third season as NC State's starter after throwing 25 touchdown passes and running for six more in 2025. He completed 68.8% of his passes, has 22 starts, and now weighs 220 pounds at 6-foot-6. Coach Dave Doeren told ESPN, "I think he could be the best in the country." 6

Bailey's stock question is simple: can he turn continuity and physical growth into wins after NC State lost several skill players to the portal? ESPN notes that he stayed in Raleigh despite transfer interest and that he already ranks eighth in career passing yards and touchdown passes at the school. 6

Monshun Sales, Indiana's recruiting win

Sales committed to Indiana on July 17 as the No. 18 player in ESPN's SC Next 300, the No. 4 receiver in the 2027 cycle, and the highest-rated commitment in program history. The 6-foot-5 Indianapolis product chose the defending national champion over Texas, Alabama, Ohio State, and LSU. As a junior, he recorded 37 catches for 794 yards and nine touchdowns, plus 56 tackles on defense. 7

This is a recruiting result, not a 2026 game-performance move, but it changes the way Indiana's post-title roster is viewed. Sales gives Curt Cignetti a top-20 national commitment and another large target to place alongside the program's recent receiver development. The commitment also keeps Indiana in the national conversation after its first football title.

The rule change that will shape the ACC race

The ACC announced a new football championship tiebreaker after Duke reached last year's title game through a five-way tie and then beat Virginia in overtime. Head-to-head remains first. When that cannot separate teams, the league will use SportSource Analytics' Team Success Ranking to reward the strongest overall body of work. 8

The change arrives with a nine-game conference schedule. Twelve ACC teams will play nine league games in 2026 and five will play eight because the league has 17 members; the format will later settle on one team playing eight. The conference said it ran 10,000 simulated seasons before settling on the model. 8

For Miami, Notre Dame, Clemson, and the crowded group behind them, the practical takeaway is that a strong schedule can matter even when head-to-head results do not cleanly sort a tie. The ACC is trying to make its championship game a meeting between its two best teams; the season will test whether the new math feels fair when the standings get messy.

What to watch before the AP poll returns

There are no regular-season games on next week's calendar to move a poll or a draft stock report. The next useful checkpoints are the first camp reports, the remaining 2027 recruiting decisions, and the ACC's projected swing games:

Sept. 19: SMU at Louisville. ESPN's model treats it as an early test of the conference's middle tier.
Oct. 3: Miami at Clemson. Clemson's first major answer to the preseason questions around Dabo Swinney's program.
Nov. 7: Miami at Notre Dame. The clearest late-season test of whether Miami's Mensah gamble produced a title contender. 1

Until those games arrive, the most honest ranking is a provisional one: Miami and Notre Dame lead the ACC forecast, Moore has made the first credible move on Manning's draft perch, and Smith remains the safest top-end receiver bet. The next AP ballot will tell us less about July's talk than September's evidence.
