PCSA's July test gets harder

College football's offseason did not have an AP Top 25 reset or game results to explain this week. The movement came from the Senate, media days, recruiting rooms, and early 2027 NFL Draft boards. The clearest shift: the Protect College Sports Act (S.4668), a federal college-sports bill now reported to the Senate, picked up a July floor-vote signal at the same time its Power 4 resistance became more visible. 1

That makes this week less about whether college sports needs federal rules and more about whether this bill can survive the schools it would regulate. The draft side was almost the opposite: six fresh 2027 mocks kept Arch Manning at No. 1, but the order behind him spread out across LaNorris Sellers, Darian Mensah, Dante Moore, CJ Carr, Drew Mestemaker, and others. 234567

Alabama and Auburn issued a joint July 6 statement opposing the Protect College Sports Act in its current form, a notable move because the two in-state SEC rivals aligned publicly against the same federal bill. 8 The statement said the bill is presented as a way to "stabilize" college athletics but would "do the opposite by perpetuating the very instability it claims to cure." 8

The timing made the statement matter. Senate Majority Leader John Thune supports PCSA and aims to bring it to a Senate floor vote in July, according to Spectrum News reporting published July 10. 9 That means the Alabama/Auburn statement landed as the bill was moving from policy argument toward vote-counting.

The internal split is easier to see through the comments around the bill. Sen. Ted Cruz called PCSA "the last best hope to fix the crisis and chaos that has consumed college sports," while Washington athletic director Pat Chun told John Canzano that the current NIL (name, image, and likeness) and transfer environment has become "a billionaire's playground" with "no restraint." 912 Those two comments can both be true and still lead to different votes: the system can look unstable, and the proposed fix can still be too broad for the schools with the most at stake.

Yormark also used Big 12 Media Days to back a 24-team College Football Playoff format, with eight byes and possible elimination of conference championship games. 10 That keeps the governance story broader than one Senate bill. The same conferences are negotiating over athlete compensation rules, transfer structure, media rights, and postseason access at the same time.

The mock-draft consensus is narrow at the top and messy right after it. Arch Manning went No. 1 in all six new mocks tracked this week, while Jeremiah Smith appeared in the top three in five of the six and Dante Moore landed in the top five in five of the six. 234567 The agreement ends there.

Two player-specific pushes made the spread more interesting. Emory Hunt put Miami quarterback Darian Mensah at QB1 over Manning and Moore, citing Mensah's "elite situational football IQ" and his pressure processing. 13 Todd McShay placed South Carolina quarterback LaNorris Sellers in the QB2 conversation, while Steve Muench called Sellers his QB2 and said that was his "floor." 14

That is the shape of a class still being evaluated through projection. Manning remains the cleanest No. 1 bet in mocks, but Sellers and Mensah are the two names forcing the board to leave room for a fall rewrite. Moore is still near the front of almost every projection, while Carr, Mestemaker, Sayin, Maiava, Iamaleava, Mateer, and Lindsey show how wide the QB net has become before games return.

Brendan Sorsby's legal path is no longer the main story, but his draft path is still moving. Jason La Canfora reported an anonymous NFL general manager's view that Sorsby is "probably not" a second-round pick anymore. 15 The same report quoted the GM saying, "There isn't a comp for this," because Sorsby is sitting out while the rest of the class keeps playing live reps. 15

That matters because Sorsby is now being compared against a deeper board, not against his own old eligibility fight. DraftSharks still placed him at No. 24 overall in its 2027 Superflex Dynasty Rookie Rankings, while DLF had him No. 36 in its Devy Top 100 recap, a developmental fantasy football ranking format. 1617 Those lists show he still has devy and dynasty relevance, but the NFL evaluation question is harsher: evaluators will have no new 2026 game tape while other quarterbacks keep building cases.

ESPN's July 10 update kept Texas A&M at No. 1 in the 2027 recruiting rankings with 16 commitments from the SC Next 300 prospect list, followed by Notre Dame at No. 2 and Texas at No. 3. 18 Oregon moved up to No. 4 after adding five-star wide receiver Xavier Sabb, and Oklahoma fell to No. 5. 18

Texas A&M then added four-star outside linebacker Mikahi Allen, a 6-foot-1, 240-pound Don Bosco Prep prospect who chose the Aggies over Texas and South Carolina. 19 That gave the Aggies 17 SC Next 300 commitments. 19

The recruiting note fits the draft note. Texas A&M has the volume lead, Oregon has the most visible move inside the top five, and Texas is being framed by ESPN as a program "aggressively stacking" its 2027 class for a national-title push. 18 With only 5% of the SC Next 300 uncommitted in ESPN's update, the class is already unusually consolidated for this point on the calendar. 18

PCSA's next test is procedural. Thune's July floor-vote signal, Yormark's planned Capitol Hill visit, and the Alabama/Auburn statement all point to the same question: can supporters turn broad frustration with college sports into 60 Senate votes for this specific bill? 8911

The draft board's next test is football. Manning can keep the No. 1 consensus only if fall tape matches the projection, while Sellers and Mensah have already earned enough support to make the QB2 race real before camp. 1314
