Spring 2026 marks a structural shift in AI coding tools pricing: GitHub Copilot is ending its flat-rate model on June 1 with a credits-based billing system (facing significant developer backlash and community migration); Cursor doubled ARR to $2B in 3 months while racing to lock in enterprise dependency through Cursor 3, Composer 2.5, the SDK, and Gartner Leader recognition; Windsurf embedded Devin Cloud in all plans and launched Adaptive per-token routing; Tabnine completed its pivot to enterprise-only at $39–$59/user/month with no self-serve path; Amazon shut down Q Developer and introduced Kiro; and Claude Code and OpenAI Codex emerged as serious share threats with 87% SWE-bench and 4M weekly developers respectively.
