
Li Auto picks Kazakhstan for first overseas factory, with L6, L8, and L9 in scope
Li Auto's July 16 agreement with Kazakhstan's Allur makes the Kostanay plant its first announced overseas mass-production base, but the start date, capacity, local pricing, and delivery timeline remain open.
Kazakhstan is the manufacturing move
Li Auto has signed an industrial cooperation agreement that makes Kazakhstan its first overseas mass-production location. The agreement was exchanged in Shanghai on July 16 during President Kassym-Jomart Tokayev's visit, and Kazakhstan's presidential website lists it as a cooperation deal between Allur Group and Li Auto for a vehicle-manufacturing project. 1
The plant is Allur's facility in Kostanay. Qazinform reported on July 17 that it will manufacture the Li L6, Li L8, and Li L9, and described Kazakhstan as the first country outside China where Li Auto vehicles will enter mass production. 2
Li Auto Managing Director for International Business Nestor Wu said the company had taken a careful approach to choosing its first overseas partner:
"Kazakhstan has become the first country outside China where Li Auto vehicles will be produced, while Allur is the first partner worldwide entrusted with the brand's mass production at its own manufacturing facility." 2
That is a larger commitment than Li Auto's recent Macau retail opening or its previously disclosed export plans. Those moves tested sales and market access. The Allur agreement adds a local production base.
What is confirmed, and what is not
The announcement is specific about the partners and the models, but thin on operating details.

The agreement sits inside a much larger Kazakhstan-China package. The Times of Central Asia reported that more than 70 commercial documents worth over $15 billion were signed during the visit, with Allur's Li Auto deal included in the industrial package. The outlet also cautioned that the headline figure covers agreements and memoranda, not money already invested, and that most projects still lacked public financing schedules. 3
That distinction matters. There is no evidence in the announcements that Li Auto is committing $15 billion, or that the project has a disclosed capital value of its own.
The three models on the proposed line
The following figures are China-market reference points from Li Auto's recent launches. They are not confirmed specifications or prices for Kazakhstan. Local certification, trim selection, powertrain calibration, and equipment could change the final offer.

The EREV format is central to the offer. The electric motors drive the vehicle, while the gasoline engine generates electricity to extend range. Qazinform described that setup as a way to retain electric driving for daily use without giving up long-distance flexibility. 2
Why Allur changes the expansion story
Qazinform said Li Auto specialists assessed Allur's production lines, equipment, manufacturing processes, quality-control systems, and engineering and production staff before selecting the plant. Allur currently manufactures vehicles under Kia, Chevrolet, JAC, Jetour, Skoda, Geely Galaxy, MG, Soueast, and GAC, and launched production of the Geely Galaxy EX5 EM-i at the end of 2025. 2
That gives Li Auto a partner with an existing multi-brand manufacturing base and recent new-energy-vehicle experience. It does not yet tell us whether Li Auto will use complete-knockdown assembly, more deeply localized production, or a staged ramp. Those are different economic and operational commitments, and the agreement announcement does not identify which one applies.
The competitive question is therefore broader than whether a Kazakhstan-built L6 can undercut an imported L6. Li Auto will need to define its local offer against AITO's range-extended family SUVs, NIO and XPeng's battery-electric alternatives, and imported BMW, Mercedes-Benz, and Audi SUVs. The public record currently gives none of the local prices, warranty terms, charging arrangements, or homologated equipment needed for a direct comparison.
For now, the product logic is clear. The L6 brings the lowest China-market entry price and a smaller family-SUV footprint. The L8 moves up to a five-seat flagship role. The L9 supplies the premium six-seat halo. Together, they give Allur a lineup that can cover more than one price band if Li Auto decides to launch all three locally.
The timeline is still an open question
July 16 is the firm date in the public record. It is the signing date, not the start of assembly or the start of customer deliveries. Neither Qazinform nor the Times of Central Asia report a first-build deadline or annual output target, and the official Kazakh announcement lists the agreement without a production schedule. 1 2 3
The next product signals should be concrete:
- Allur and Li Auto disclose whether the project begins with imported kits or a higher local-content plan.
- Kazakhstan publishes certification or homologation details for the L6, L8, and L9.
- Li Auto announces local trim levels, prices, warranty coverage, charging support, and retail partners.
- The plant reports pilot builds, line preparation, or a first production vehicle.
- The companies set a customer-delivery date and an initial volume target.
Li Auto's recently launched L9 has also been described as having an international variant planned for the third quarter of 2026, but that plan is not publicly linked to the Allur facility. 7
The business signal is already clear: Kazakhstan has moved from being a possible destination for Li Auto exports to the site of the brand's first announced overseas manufacturing base. The commercial proof will come later, when Li Auto and Allur publish the factory's schedule, cost structure, local lineup, and first delivery date.
