When the Mekong Delta submerged for the third time in four years, the ASEAN Tidal Infrastructure Compact faced two options: evacuate 600,000 people permanently, or build where others had only flooded.
They chose Protocol 9.
Construction began in 2054. Not on land — on driven biomass piles sunk into the delta floor. Not with concrete — with engineered mangrove-composite and living reef matrix. Kharethis wasn't raised from the water.
It was grown through it.

THE STILT
Kharethis's defining structure. 180 meters tall, built on mangrove-biomass composite piles driven 40 meters into delta silt, wrapped in living biofilm.
The facade: interlocking hexagonal root-lattice panels carrying ferns, air orchids, and mist collectors on every tier. Passive humidity regulation. No mechanical climate control on the lower 60 floors.

The Shelf Workers repair and regrow the mangrove lattice panels. The most respected profession in the city. Children apprentice at 10.
Tide-Board Culture — every Stilt railing has embedded tidal sensors. Checking the board before you descend to the Understory is as automatic as it gets. You don't skip it.
Aqua-tinting — decades of reef-work and bioluminescent exposure give long-term residents a faint blue-green cast to their skin. Considered beautiful. Newcomers spend years hoping to develop it.
The rule everyone knows: you never eat alone on the Shelf. Open table, always. The city was built by 600,000 displaced people who had nowhere else to go. That memory stayed.

THE UNREGISTERED TIDE
Kharethis officially logs every tidal event through its Stilt foundation sensors.
On seven occasions since 2071, Stilt 9 recorded a tidal surge with no corresponding sea-level data. No storm. No upstream event. No satellite confirmation.
The Compact has not released an explanation.
Residents call it the Ninth Tide.
They say it only comes when someone on the Shelf is about to make a decision they'll spend the rest of their life defending.
Stilt 9's sensor logs for those seven events are classified under Infrastructure Anomaly Protocol — a classification category that, officially, does not exist.
