Six DFW bid leads, a Dallas ISD deadline check and OSHA’s heat trigger

Act first

1. Seagoville Elementary: confirm the deadline before mobilizing a bid team. Dallas ISD's CSP #250294 page describes an addition and renovation at 304 N. Kaufman St. The page displays Part 1 due August 18 at 2 p.m. and Part 2 due August 19 at 3 p.m., but its URL retains an older closing-date label. Call Construction Services at 972-925-7200 and verify the active schedule before hand delivery to 9400 N. Central Expressway, Suite 800. Faxed, emailed and late packages are rejected. 1
2. Put a CMAR team on Samuell High School. Dallas ISD's RFP #250371 seeks construction-manager-at-risk services for new construction at W.W. Samuell High School. Proposals are due September 2 at 2 p.m. The district says the CMAR should include trade packages and provides project files through its CMAR portal. 2
3. Check your Dallas ISD small-business documentation before either submission. The district replaced its M/WBE program with a race-neutral Small Business Enterprise program. Its April 2026 manual sets a 30% aspirational SBE goal for construction and assigns 20% of bid or proposal evaluation points to SBE participation. The manual also covers good-faith efforts, waivers, teaming and reporting. 3

Six opportunities on the DFW bid board

Heat enforcement is now a scheduling issue

• OSHA proposed $343,797 in penalties after an excavation collapse hospitalized a Texas utility worker. Inspectors cited inadequate protection, unsafe egress and failure to report the hospitalization within 24 hours. 6
• OSHA proposed more than $299,000 against a building contractor and staffing company after a worker died in a school crawl space. The citations covered permit-required confined-space controls, atmospheric testing, ventilation, training and rescue procedures; the staffing firm was also cited. 7

Crew pipeline and dates to reserve

• August 17, 18, 24 and 25: TEXO's OSHA 30-Hour Construction course in Dallas, intended for supervisors and workers with safety responsibility. No walk-ins are accepted. 10
• August 26–27: Construction Safety Professionals Conference at the Hurst Conference Center. Workshops include rigging, fall protection and ethics; the main program includes data-center, AI, OSHA and excavation sessions. 11
• September 1–4: UTA's OSHA #500 trainer course at TEXO in Dallas. The $695 course prepares qualified participants to teach OSHA 10- and 30-hour Construction Outreach classes; prerequisites apply. 12
• September 16: DART's Small Business Academy at 1401 Pacific Ave. in Dallas, a full-day event aimed at helping small businesses prepare for DART contracting opportunities. 13

The seven-day contractor checklist

1. Confirm the Seagoville dates with Dallas ISD, then assign an owner to every bid due before September 5.
2. Review Dallas ISD's SBE counting and good-faith-effort rules before finalizing participation plans.
3. Re-open each public-owner portal for addenda; do not price from an opportunity roundup.
4. Run a 15-minute heat-response drill with every field supervisor.
5. Audit trench egress, confined-space permits and temporary-worker orientation on active jobs.
6. Send one recruiting partner the aviation sheet-metal training link.
7. Put the Hurst safety conference or DART academy on the calendar while registration is still open.
