October 30 in business history: a provisional trade deal, a birthday bridge, and a $10 million purse

Three 30 Octobers priced before the evidence existed: a 1947 trade agreement that was only ever provisional, a Bosphorus bridge opened as a birthday present in 1973, and a $10 million purse paid in 1974 before a single American ticket was sold.

Three 30 Octobers were paid for on a promise about a future nobody could test yet.
Twenty-three governments signed a trade agreement in 1947 that was meant to be temporary. Turkey opened a bridge across the Bosphorus in 1973 with a toll collected in one direction only. Zaire paid $10 million in 1974 to host a boxing match.
Each deal was priced before there was evidence to price it on. Each guess is still on the record.

The deal that was only ever provisional

Fifteen countries began talking in December 1945 about cutting and binding their customs tariffs. 1
The round produced 45,000 tariff concessions covering $10 billion of trade, about a fifth of the world's total. 1
By the time the text was signed in Geneva on 30 October 1947, the group had grown to 23. 1
Those 23 applied the agreement through a Protocol of Provisional Application, which put the concessions into effect by 30 June 1948. 1
Provisional was the honest word for it. The permanent institution was still being negotiated: an International Trade Organization, whose charter conference opened in Havana on 21 November 1947. 1
The Havana charter was agreed in March 1948. The United States Congress would not ratify it, and in 1950 Washington announced it would not even seek ratification. The ITO was dead. 1
The interim text then governed world trade for 47 years, until the World Trade Organization replaced it on 1 January 1995. 1
Trade grew about 8 per cent a year on average through the 1950s and 1960s. 1
A tariff binding is a ceiling a government promises to stay under. The promise is worth something because the other governments at the table wrote down ceilings of their own on the same day. 1
The 23 accepted the draft trade rules swiftly and provisionally, in the WTO's own account, to protect the value of the concessions they had just negotiated. 1
Decision mirror: In its October 2026 update, the WTO raised its forecast for merchandise trade volume growth this year to 3.9 per cent, from 1.9 per cent in March. 2
Goods used in AI accounted for 47 per cent of the growth in the value of world merchandise trade in the first half of 2026, having grown 67 per cent year on year. 2
Value rose 15 per cent while volume rose 3.5 per cent, one of the widest gaps in recent years. 2
North American imports fell 3.2 per cent in the first half of 2026, which the Secretariat attributes mostly to front-loading ahead of higher American tariffs in 2025. 2
The same report finds that US-China decoupling has accelerated since 2025 and now drives the divergence between trading blocs. 2
Trade kept growing while the two largest traders pulled apart, and the concessions were still worth more inside the agreement than outside it.

A bridge for a birthday

The Bosphorus Bridge was completed on 30 October 1973, one day after the fiftieth anniversary of the founding of the Republic of Turkey. 3
It cost about $200 million, roughly $1.45 billion in today's money. 3
Enka built it with Cleveland Bridge & Engineering and Hochtief, to a design by Freeman Fox & Partners, and President Fahri Korutürk and Prime Minister Naim Talu opened it. 3
At completion the bridge carried the fourth-longest suspension span in the world. 3
Between 1973 and 2023 the toll was charged in one direction only, from Europe into Asia. 3
Cash tolls ended in 2006, and the charge is now 47 lira, about €1.25. 3
Around 200,000 vehicles cross on a typical day, and most of them are cars. 3
For fifty years the revenue base of a two-way bridge was the traffic in one direction. Half the crossings paid nothing.
Decision mirror: The 1915 Çanakkale Bridge opened on 18 March 2022, the 107th anniversary of the Ottoman naval victory in the Dardanelles, and cost €2.5 billion, about $2.8 billion. 4
The state guaranteed the operating consortium 16.5 million vehicles a year, 45,000 a day, and agreed to pay the difference from the state budget whenever traffic fell short. 4
The consortium's own expectation was 3.5 million vehicles a year. 4
On the first day drivers had to pay, 6,000 crossed, at 200 lira for a car. The operating period runs 16 years, two months and 12 days. 4
If the consortium's own forecast held, the state would be paying for about 35,000 of those 45,000 vehicles a day.

The purse that arrived before the customers

The fight was staged at four in the morning on 30 October 1974 in Kinshasa, so that it would reach American closed-circuit theatres at ten o'clock the previous evening. On an American ticket, it happened on 29 October. 5
The Stade du 20 Mai held 60,000 people. 5
The bout had been set for 25 September. Eight days before, George Foreman was cut above his right eye by a sparring partner's elbow in training, took 11 stitches, and the fight moved back five weeks. 5
Don King held both signatures at $5 million apiece before he had the money. Unwelcome in the United States, he went looking for a host government, and Mobutu Sese Seko's Zaire put up the $10 million purse. 56
Zaire 74, three nights of concerts on 22-24 September with James Brown, B.B. King, Miriam Makeba and the Fania All-Stars, went ahead on the original dates as promotion for the fight. 5
In the United States, three million people paid $20 each in 400 venues, $60 million in all, and promoters and fighters took more than half of it. 5
Closed-circuit drew about 50 million viewers worldwide and grossed an estimated $100 million. In Britain, 26 million watched on BBC One. 5
Ali knocked Foreman out in the eighth round. The $10 million had been committed before a single ticket was sold in the United States.
Decision mirror: FIFA put up $1 billion in prize money for the 2025 Club World Cup: $475 million for sporting performance, $525 million for participation, and up to $125 million for the winner. 7
FIFA then gave DAZN the exclusive global rights to all 63 matches, free to view, in a deal announced on 4 December 2024. 8
On 18 February 2025, SURJ Sports Investment, the sports arm of Saudi Arabia's Public Investment Fund, took a minority stake in DAZN as part of a $1 billion investment, alongside a broadcasting joint venture for the Middle East and North Africa. 9
In 1974 a treasury paid the purse and the audience paid at the door. In 2025 the audience paid nothing, and a sovereign fund recapitalised the broadcaster. Someone outside the gate still settled the bill.

Three questions for the day

  1. Which clause in the agreement you are signing is labelled temporary, and who gains if it quietly becomes permanent?
  2. Which forecast in your model was written to close the financing rather than to describe demand?
  3. Who is paying up front in your market, and what are they buying that your customers cannot?
