Cross-border arrest. CityNews Montreal reported at 8:48 a.m. PDT that Lee Van Smath Germain, 35, was arrested on July 13 in Metro Vancouver and charged in connection with the 2022 killing of a 30-year-old man in Montreal’s Villeray–Saint-Michel–Parc-Extension borough. The report says he is expected to be extradited to Quebec and is scheduled to appear in court. This is a Quebec homicide case with a Metro Vancouver arrest; the charge is not a finding of guilt. 1

Local conditions. Environment Canada observed mostly cloudy skies at Vancouver International Airport at 11:00 a.m., with a temperature of 15.3°C, east winds at 23 km/h and 19 km visibility. Its 11:00 a.m. forecast called for a 30% chance of drizzle early this afternoon, then a mix of sun and cloud, with a high of 20°C. 2

Wildfire activity rises after lightning. A Canadian Press report updated at 8:36 a.m. PDT said B.C. had about 50 active wildfires, up from around 30 a day earlier, with about 27 new fires started in the previous 24 hours. The report linked the increase to lightning overnight in Metro Vancouver and the southern Interior, followed by additional lightning on Vancouver Island and in the Kootenay region. It said hundreds of homes remained under evacuation orders or alerts at several locations, including Boston Bar and Pemberton. 3

The same report said fires near Boston Bar had grown to just over 201 square kilometres. The Village of Pemberton’s latest detailed update, dated July 16 at 5:45 p.m., said an evacuation alert remained for parts of the village and an evacuation order remained for One Mile Lake Park; it reported no threat to structures at that time. 34

Likely oil spill off Oman. Reuters reported at 10:16 a.m. PDT that the sanctioned tanker Caroline Bezengi was likely leaking oil in a protected marine area off Oman, based on satellite imagery and assessments from three independent specialists. Reuters said the ship had carried Russian fuel, its last public AIS signal was on June 11 off Yemen, and the cause of the apparent spill was unclear. The vessel’s listed owner and Omani maritime and environmental authorities did not respond to requests for comment, so the extent and official confirmation remain open questions. 5

Norway fire destroys homes. Reuters reported at 10:56 a.m. PDT that more than 50 homes were destroyed by fire near Drammen in southern Norway as strong winds hampered efforts to contain the blaze. At least 60 firefighters and helicopters were deployed, and police evacuated hundreds of people; Reuters reported no casualties or missing people at the time and said the cause was not immediately known. 6
