Crisis Comms Speaker Radar: 3 new 2027 routes, two opening 1 September (2026)

Only one of this week's three new routes accepts applications today. The other two publish their calls now but switch their submission systems on 1 September 2026. That makes First Voice the immediate action; ICA and WWRP are proposal-prep work for the next three weeks.

The event cutoff is 10 November 2026: every event below starts at least three months after this run date. Entries are sorted by event date. A route qualifies here only if its organizer has opened applications or published a firm opening date, deadline, and contact path.

Main shortlist

Tier 2 — 77th Annual ICA Conference, Mass Communication Division

Dates: 3–7 June 2027. 1
- Location: Glasgow, Scotland, UK; the Mass Communication Division expects at least one author of an accepted submission to attend in person. 2
- Organizer: International Communication Association (ICA). 1
- Event language: English in the official theme and division calls; no separate language policy was found. 1
- Relevant theme: "Centering the Human: Communication in an Age of Uncertainty." The division explicitly invites work on artificial intelligence, intensifying global crises, climate emergency, misinformation, public opinion, social media, advertising and public relations, and risk communication. 2

- Practical constraint: Full papers, extended abstracts, and panels are accepted. Paper authors must also review two to four submissions; panel proposals need contributors from at least two countries and gender balance. 2
- Fit: Use this route for a research-backed crisis, risk, misinformation, trust, or AI-governance argument. It is a weak fit for a practitioner talk without original research or a credible academic panel.

Tier 1 — WWRP 2027 Conference on Weather Water Resilient Societies

Dates: 23–25 August 2027. 3
- Location or format: Nanjing University, China, with hybrid participation planned. 3
- Organizer: World Weather Research Programme (WWRP) of the World Meteorological Organization. 3
- Event language: Abstracts must be in English. 4
- Relevant theme: "Advancing Weather Science for Resilient Societies." The call covers people-centred multi-hazard early warning, communication and use of uncertainty, preparedness, risk governance, forecast value, and links between science, operations, and society. 4
- Route status: Opens 1 September 2026; not open at the time of this check. Abstracts close 31 December 2026. The published Oxford Abstracts submission route should become usable on the opening date; questions can go to WWRPConf2027@nju.edu.cn. 4
- Practical constraint: The submitter must be the first author and presenter. Each participant may submit at most two abstracts as first author, with no more than one proposed for an oral presentation. 4
- Fit: The strongest option here for an evidence-led talk on warning messages, uncertainty, public preparedness, trust, or AI across the forecast-to-action chain.

Tier 1 — First Voice Summit 2027

Dates: 19–21 October 2027. 5
- Location: Conference Center at the Main Library, Jacksonville, Florida, USA. 5

- Event language: English in the official application and session materials; no separate language policy was found. 5
- Relevant theme: This is a public-safety communications summit for 911 telecommunicators, dispatchers, supervisors, directors, law enforcement, fire, EMS, trainers, and related practitioners. Its 20 fixed sessions include AI tools for communication centres, NG911 readiness, cyber incidents and backup plans, mental-health crisis calls, dispatcher word choice, error recovery, and mass-casualty coordination. 6
- Route status: Applications are open now. Deadline: 11 November 2026; no closing time is stated. Apply to lead or join a session. This is not a conventional lecture CFP: applicants choose from predefined panels, roundtables, workgroups, and facilitated conversations. 5
- Practical constraint: Selected session leaders receive conference registration, programme recognition, and a speaker badge. Travel and hotel costs remain the speaker's responsibility. 5
- Fit: The cleanest practitioner route this week for emergency and public-safety communicators with a tested case, exercise, or facilitation method. Match the proposal to one of the 20 published sessions instead of pitching a generic keynote.

What to do first

Now: Pick a First Voice session and frame the application around what participants will do in the room.
Before 1 September: Prepare an ICA research submission or panel outline, and a WWRP abstract that names the warning, uncertainty, or preparedness problem it solves.
On 1 September: Confirm both portals are live before uploading. The organizers have announced the opening date, but neither submission system was accepting entries when this issue was checked.
