The Fed's minutes single out housing, HUD opens the manufactured-home code, and New York's fast-track districts

The Federal Reserve's account of its September meeting came out Wednesday, and the sector it singles out is housing: mortgage rates are still holding buyers back.

Three movements this week, at three different levels: the Federal Reserve's own account of mortgage credit, HUD's plan for factory-built homes together with the map for next year's housing tax credits, and the twelve New York City districts where affordable-housing rezonings will no longer need a City Council vote.

What the Fed's September minutes say about housing

The minutes of the September 15–16 meeting were released on October 7. The committee raised its target range for the federal funds rate a quarter point, to 3.75%–4%, by a unanimous vote, effective September 17. The minutes are a record of that meeting rather than a new decision; the next one is October 27–28. 12
On housing, the minutes record three things. Residential mortgage rates rose a bit more than 10-year Treasury yields over the intermeeting period. Borrowing for home purchases remained depressed. And a few participants said housing was a sector in which financial conditions did not appear supportive of activity, with mortgage rates remaining at elevated levels. Most participants expected a further increase in the target range by the end of the year. 1
The Board also released the results of the 2025 Survey of Consumer Finances on October 9. The homeownership rate was 66%, about unchanged from 2022. For families that owned a home, the median net housing value — home value minus home-secured debt — rose to $230,000 from $218,900. The share of families whose debt payments exceed 40% of income rose from 6.5% to 8.6%, a level last recorded in the 2013 survey. 3

HUD's manufactured-housing plan, and the 2027 credit map

HUD published its Next Generation Manufactured Housing Action Plan on October 7, following the Sixth Annual Innovative Housing Showcase. The plan describes seven lines of work: updating energy-efficiency standards; addressing the design and construction of manufactured homes built without a permanent chassis; foundation, anchoring and installation requirements for those homes; construction pathways for new housing types within the federal framework; a performance-based code for larger-scale factory-built buildings; resources covering design, transportation, foundations, installation, zoning, appraisal, lending, insurance and market acceptance; and opening the federal system to more off-site manufacturers. The statutory basis is the removal of the permanent chassis requirement by the 21st Century ROAD to Housing Act. The document is a plan, not a proposed rule, so none of it is enforceable yet. 45
Two days earlier, HUD set the Low-Income Housing Tax Credit geography for 2027, designating Difficult Development Areas and Qualified Census Tracts. Difficult Development Areas are places with high construction, land and utility costs relative to area median income; Qualified Census Tracts are tracts where at least 50% of households earn less than 60% of the area median income, or where the poverty rate is at least 25%. Projects in a designated area are eligible for an increase in eligible basis to 130% — 30% more of their costs counting toward the credit. The 2027 lists apply to allocations of credit after December 31, 2026, or where bonds are issued and the building is placed in service after that date. 67

New York City's twelve fast-track districts

New York City voters amended the City Charter in November 2025 to address how unevenly affordable housing had been built across the city. On October 1, Mayor Zohran Mamdani and Department of City Planning Director Sideya Sherman named the twelve community districts where the resulting Affordable Housing Fast Track takes effect: Brooklyn districts 10, 12 and 18; Manhattan districts 7 and 8; Queens districts 4, 5, 10, 11 and 13; and Staten Island districts 2 and 3. 8
Those twelve districts are about one-fifth of the city's 59 community districts, and produced 724 of 63,870 new affordable homes over the past five years — about 1.1% of the citywide total. From January 1, 2027, eligible rezoning proposals that create affordable housing in those districts use a streamlined 90-day public review that ends at the City Planning Commission instead of a City Council vote, roughly four months shorter than the traditional Uniform Land Use Review Procedure. Community Board and Borough President review remain, and environmental review requirements and landmark protections are unchanged. The list is recalculated every five years; the next one is due in October 2031. 9

Dates to watch

  • October 27–28, 2026 — the next FOMC meeting, with the September minutes pointing to most participants expecting a further increase by year end.
  • December 31, 2026 — the 2027 Difficult Development Area and Qualified Census Tract lists begin to govern Low-Income Housing Tax Credit allocations.
  • January 1, 2027 — New York City's Affordable Housing Fast Track takes effect in the twelve named districts.
