Syracuse, Greensboro and Salem clear the full cost stack; the permit decides the rest

A 60% occupancy screen puts the full cost stack through three mid-sized cities and leaves positive cash flow in each, then hands the decision to a rental registry, a zoning permit and a zone-limited licence.

Three mid-sized cities clear a full 60%-occupancy cost stack this week with money left over: Syracuse, New York at +$618 a month, Greensboro, North Carolina at +$434, and Salem, Oregon at +$363. In all three, a leased flat can be operated legally, and in all three the distance between the model and a signed lease runs through a municipal counter.
Two of the three go negative at 50% occupancy. That number decides the reserve you carry, and it sits in the tables below.

Regulation weather: September 20–27

Atlanta removed the clause that had kept its 2021 short-term rental ordinance unenforced. On Monday, September 21 the City Council voted 9–5 to strike nine words limiting hosts to their primary residence plus one additional property. The change takes effect in January and lets the Planning Department act against hosts who break the licence, noise and occupancy rules. Two council members opposed it for exactly that reason, arguing it opens the city to more absentee operators, and a proposed two-unit cap failed. 1
Chatham County, Georgia, which surrounds Savannah, approved new short-term rental rules on Friday, September 25 and lifted the moratorium that had frozen new applications. Non-owner-occupied rentals are now capped at 5% inside designated neighborhoods, occupancy and parking requirements tighten, and every licensee must name a local contact. Licences and applications already on file before September 25 are generally grandfathered. 2
Santa Barbara, California published the ordinances it has spent a decade drafting and set them for a council vote on October 6. New chapters to Title 30 and Title 28 would create a licensing process for short-term rentals and homeshares and, for the first time, say where each is allowed to operate. 3
San Diego closed its Mission Beach whole-home licence tier with 807 whole-home licences still available citywide. The ordinance caps them at 1% of the housing stock outside Mission Beach, requires 90 days of use a year to keep a licence, and allows a host one licence at a time. 4
Chatham County is the week's clear warning. A jurisdiction that had stopped issuing permits now issues them again under a 5% ceiling on the exact category an arbitrage operator occupies.

What cleared the screen

Every week this channel runs the same filter against mid-sized North American metros: population between 100,000 and 800,000, market nightly revenue at 60% occupancy above 1.35 times the local two-bedroom rent, a regulation light of green or yellow, and at least one operator publicly running three or more units profitably in the past year.

Three markets passed the top-line test this week and died further down the model.
Rochester, Minnesota posts the best demand of anything screened — 75% occupancy on 572 listings — but a $124 nightly rate against a $1,450 two-bedroom rent. At 60% occupancy the month lands at −$199 after the platform fee and the running costs. Rochester only works at the occupancy the market happens to be delivering today. 1415
Boise, Idaho clears the top line by $344 and then hands it back: a $156 nightly rate against a $1,825 two-bedroom rent leaves −$87 a month once the same costs are subtracted. 1617
Clarksville, Tennessee has the numbers — a $136 rate against a $1,215 rent — and a single clause that closes it. Ordinance 1-2020-21 creates a Short-Term Rental Unit Operating Permit at $150 for the first year and $120 to renew, and then says the permit "may be issued only to the Owner of the Short-Term Rental Unit," with ownership proved by the recorded deed. A leaseholder cannot hold it. Read Title 5, Chapter 3, sections 5-304 and 5-306 before spending an afternoon on the market data. 18
The assumptions behind every figure below. One 2BR unit, listed 365 nights a year, modelled at 60% occupancy — 18 booked nights a month. The nightly rate is AirDNA's market average daily rate across all bedroom counts, because AirDNA's public market page does not break out two-bedroom pricing. Cleaning fees stay out of revenue and are matched against the cleaner's invoice instead. Rent is Zillow's average asking rent for a two-bedroom apartment. The unit is furnished for $6,000, amortised over 24 months. Insurance is a commercial host policy. The platform fee is Airbnb's host-only 15.5%. Lodging tax is treated as a pass-through collected from the guest, which means you need to check whether the platform collects it locally.

Syracuse, New York

Snapshot. Population 144,896. Two-bedroom asking rent $1,450. Market ADR $178, occupancy 55%. AirDNA Market Score 69, seasonality 74 out of 100. Regulation light: green. 56719
Where to look. University Hill, the block of hospitals and campus buildings east of downtown, is where local hosts aim their furnished listings — the Furnished Finder page for the city carries units advertised by their distance to the hospitals, and hospital rotations run on 13-week clocks rather than the school year. 20 The second pool is north of the city, around the Clay site where Micron put its first concrete in July 2026; more than 80% of the workers on site so far are New York residents, and the site will need thousands of skilled trades at peak construction. 21

Regulation gate. Syracuse routes transient use of a rented flat through the same rental registry that covers any rented one- or two-family dwelling the owner does not live in. A Rental Registry Certificate is required for each such dwelling, costs $150, and expires three years after it is issued. The code states plainly that renting or leasing the dwelling without one is unlawful. 22 Read Chapter 27, Article 9, sections 27-130 through 27-133.
The registry is written for exactly the unit an arbitrage operator runs — a rented, non-owner-occupied dwelling — and it puts the certificate in the owner's hands, so the landlord is a party to your compliance. Because Syracuse publishes no short-term-rental zone map, the open item is how the zoning code treats a nightly use at your specific address. Get that in writing from Code Enforcement before you sign.
Mid-term signal. Furnished Finder lists 326 furnished rentals in Syracuse with 173 available. 20 A hospital-corridor unit can hold a 13-week clinical tenant between short stays, and the two demand pools — clinical rotations and construction crews — peak at different times of year.
Risks. The chip fab is a construction story for this decade, not a payroll story: production is not scheduled to start until 2030, so the near-term demand is craft labour that moves with the construction phases. 23 Seasonality scores 74, which means a real winter trough. And the registry runs on a three-year cycle with no reminder built into the lease, so a missed renewal is the quiet way this file goes bad.
First 90 days. Weeks 1–2: pull the zoning district for two or three candidate addresses and ask Code Enforcement in writing how it treats nightly use there. Weeks 3–6: get the landlord's consent to sublet into the lease, and make the registry certificate a named deliverable with a date. Weeks 7–10: furnish, list, and price at the market rate rather than above it. Weeks 11–13: hold the first month's revenue and test a three-month furnished listing alongside nightly availability.
Is this safe to start in the next 30 days? WAIT. The spread is the widest of the three and the code route is the lightest. What is missing is a written zoning answer for the address.

Greensboro, North Carolina

Where to look. The hospital district around Moses Cone, where furnished supply is already marketed by walking distance to the campus at room level. 25 The second pool is the western edge of the county around Piedmont Triad International Airport, where JetZero broke ground in June 2026 on a $4.7 billion aircraft campus with 14,500 committed jobs and site work that started before any of that payroll arrived. 26

Regulation gate. Since April 1, 2024 every short-term rental in Greensboro needs an approved zoning permit, posted inside the unit and on every listing. The permit issues for either a Homestay — rooms in the home you live in — or a Whole House rental. The fee is $200, and the permit is tied to the named operator: change the operator and a new permit is required within 30 days. The operative text is section 30-8-10.4.U of the Land Development Ordinance. In February 2025 the council unanimously deleted the ordinance's 750-foot spacing requirement, acting on legal advice about a state Court of Appeals ruling that struck down parts of Wilmington's rental ordinance. 2728
Two conditions shape the lease. The permit names an operator, so the name on the lease and the name on the permit have to agree from the first application. And inside multifamily buildings the ordinance allows one unit per building, or 25% of the building's units, whichever is greater. 27 Read section 30-8-10.4.U in full, then take the address to Planning.
Mid-term signal. Furnished Finder lists 343 furnished rentals in Greensboro with 164 available, and the Moses Cone listings are priced per room — one walks to the hospital at $795 a month. 25 Room-level supply tells you the clinical demand is being served in shared units today, which leaves whole-unit furnished lets as the thinner side of that market.
Risks. This ordinance is four years old and has already been amended once under legal pressure, so treat the current text as the current text and re-read it before you renew. The aviation build-out is forward-dated: JetZero's 14,500 jobs are commitments attached to an 8-million-square-foot campus under construction, and the housing demand arrives with the construction crews first. 29 Seasonality scores 85, the steadiest of the three, which is what a large hospital-and-university economy buys you.
First 90 days. Weeks 1–2: confirm the zoning permit category for the address — Homestay and Whole House carry different conditions — and read section 30-8-10.4.U. Weeks 3–6: put the subletting right and the operator name in the lease, then file the permit application. Weeks 7–10: furnish and list, with the permit posted on the listing as the ordinance requires. Weeks 11–13: open a furnished monthly listing to sit beside the nightly calendar.
Is this safe to start in the next 30 days? WAIT. The permit is administrative and inexpensive, and the whole question is whether the operator named on it can be you. Settle that with the landlord and Planning first.

Salem, Oregon

Where to look. The Capitol and Willamette University district, where the commercial zones the city lists for whole-home licences — CB, CG and CR — cover the walkable core, and the state workforce fills weekday nights. 31 The second pool is the hospital corridor along Center Street NE: Salem Health is the mid-Willamette Valley's largest private employer with more than 6,441 employees and about 841 medical staff. 32
The numbers on one 2BR, per month.

Short-term rental licence, $180 a year−$15
Net monthly cash flow+$363
Regulation gate. Salem issues two licences. A whole-home short-term rental licence covers a single-family dwelling unit or a condominium dwelling unit; three-family, four-family and larger multifamily buildings are excluded from both licence types. The licence runs one calendar year, expires on 31 December and renews annually. The application needs a transient occupancy tax registration, a site plan, a floor plan, a safety self-certification that the city verifies by inspection, proof of liability insurance and $180. Where the zone requires it, an approved conditional use permit under SRC Chapter 240 comes first, and the licence standards sit at SRC 30.1105 with a local representative required. 31 The code is codified through Ordinance No. 10-26, adopted August 10, 2026. 33
The published checklist names written owner authorization where the applicant is a tenant, and that line appears against the accessory licence. Ask the licence counter in writing what a tenant-operated whole-home licence needs, before you sign anything. 3134
Two taxes ride on every stay. Salem's 9% transient occupancy tax has been collected and remitted by Airbnb on the platform's side. 34 Since May 1, 2026 a 2% Tourism Promotion Area fee has been added on top, after the council amended the ordinance to let booking platforms collect and remit it — which is the difference between a fee that reaches the city and one you carry until the quarter closes. 35
Mid-term signal. Furnished Finder lists 357 furnished rentals in Salem with 160 available, and the listings cluster on the hospital and the downtown core. 36 That is the strongest mid-term anchor of the three cities by employer size relative to the housing stock.
Risks. Supply is the one to watch: active listings rose 99.5% year over year to 1,255, the fastest growth of the three markets. 13 The zone list decides whether you can license the unit at all, and three-family buildings are outside it, so the search is a house or a condominium. Seasonality scores 79. And the 2% tourism fee is young enough that its collection mechanics are still bedding in.
First 90 days. Weeks 1–2: confirm the property's zone against the city's licence table and check whether the zone demands a conditional use permit. Weeks 3–5: ask the licence counter in writing what a tenant-operated whole-home licence requires from the owner. Weeks 6–9: register for the transient occupancy tax, complete the safety certification, and file the application with the $180 fee. Weeks 10–13: list, and open a furnished monthly listing to cover the calendar gaps.
Is this safe to start in the next 30 days? WAIT. The economics hold and the licence is affordable. The tenant-operator question and the zone determination both need an answer in writing first.

The downside

Every number above assumes 60% occupancy and the market's average nightly rate. Both move. A useful discipline is to notice that all three markets are already reporting occupancy below the 60% line this model uses — Syracuse at 55%, Greensboro at 57%, Salem at 58%. At those observed rates the same cost stack pays $393, $316 and $281 a month respectively. The 60% column is the underwriting case, and the observed column is roughly where the markets actually sit today.

Syracuse is the only city of the three that stays positive on a 10% rate cut and a soft occupancy year at the same time. Salem turns negative at 50% occupancy, and Greensboro sits $39 above zero there — which is why the reserve matters more than the headline number. Hold three months of the full cost stack, which is roughly $5,200 in the heaviest of these three cities.

Before you sign anything

  • Get the zoning or licensing answer for the exact address in writing. A city-level green light is not an address-level approval in any of these three.
  • Put subletting in the lease and keep it there. Verbal permission ends when the landlord sells.
  • Hold three months of the full cost stack in reserve. Salem runs negative at 50% occupancy and Greensboro clears it by $39.
  • Confirm who collects the lodging tax. Salem's 9% plus 2% is the largest of the three, and the 2% is new enough to test in your first month.
  • Re-run the P&L with your own rent quote and furnishing budget. The $6,000 furnishing figure is an assumption, and it is the line most operators underrun.
  • Check the operator side yourself. No public disclosure in any of these three cities this week tied a named operator to three or more units, an explicit profit figure and a date inside the past twelve months, so peer validation remains open for all three.
Syracuse is the file with the most room in it. Greensboro has the steadiest demand and the youngest rulebook. Salem has the best mid-term anchor and the fastest-growing supply.
