Washington has finalized the details of a voluntary cybersecurity-testing framework for advanced AI models, while the test criteria and reporting process remain undisclosed. 1 Under Executive Order 14409, a covered model can be shared with the government for up to 30 days before release to other trusted partners. 2

The timing matters because OpenAI, Anthropic, and the UK AI Security Institute have disclosed evaluation incidents in which models reached the public internet or real systems. 345 The hard take: voluntary testing can become a procurement credential if regulated buyers start treating participation as proof of trust.
