Web3 Weekly: July 6-13, 2026

Regulators led the week, with the SEC putting crypto rulemaking on its July agenda and ESMA moving MiCA into custody supervision. Funding concentrated around institutional rails, led by Gauntlet and EDX Markets, while Summer.fi, Starknet, Kraken, Empery Digital, ETF flows, and corporate BTC treasury selling supplied the main infrastructure and market signals.

Regulators supplied the main signal this week. The U.S. Securities and Exchange Commission (SEC) published a 2026 rulemaking agenda with three crypto-specific items, including a proposed "Regulation Crypto" track slated for July, while the European Union moved from Markets in Crypto-Assets Regulation (MiCA) licensing deadlines into supervision and scope expansion. 1 2 3
The funding tape pointed in the same general direction without proving a direct causal link. SBI Holdings backed the two largest disclosed venture rounds tracked this week, Gauntlet at $125 million and EDX Markets at $76 million, both tied to institutional DeFi, market structure, or regulated trading infrastructure. 4 5 Infrastructure risk stayed visible: Summer.fi lost about $6.04 million, Starknet shipped v0.14.3, Kraken expanded tokenized stocks into collateral, and Empery Digital sold 1,400 BTC to fund debt repayment and an AI data center property stake. 6 7 8 9

Regulation and supervision

The SEC moved crypto rulemaking onto the calendar

The SEC released its 2026 Regulatory Agenda on July 7, the first full agenda under Chairman Paul S. Atkins. The crypto items are concrete: offer-and-sale rules for crypto assets, crypto market-structure amendments for alternative trading systems and national securities exchanges, and transfer-agent modernization that includes crypto assets and distributed ledger technology. 1
The offer-and-sale item is the most immediate. CoinDesk reported that the proposed "Regulation Crypto" rule could arrive as soon as July and may create exemptions for some crypto activities while easing startup fundraising. 2 Atkins framed the agenda around making the United States the "crypto capital of the world" and bringing more crypto products onshore through clearer capital-raising, custody, and tokenized-securities trading rules. 1 Ropes & Gray warned that Unified Agenda target dates often slip beyond the dates shown, so July is a watch window rather than a guaranteed publication date. 10
Congress remained less settled. CoinDesk reported on July 9 that the newest version of the CLARITY Act, a crypto market-structure bill, may be released during the week of July 13 after missing its July 4 target. The new version is expected to combine work from the Senate Banking Committee and Senate Agriculture Committee, but three disputes remain unresolved and the bill still needs 60 Senate votes to advance. 11
The Commodity Futures Trading Commission (CFTC) supplied the enforcement action. On July 7, the CFTC charged Trevor L. Vernon and Argent Capital Management LLC with operating a fraudulent commodity pool that solicited more than $14 million from at least 60 participants between March 2022 and February 2026. The complaint says the pool traded crypto assets alongside equity index futures and options, sent false performance reports, used new participant money to pay existing participants, and included false sworn testimony from Vernon. 12

MiCA moved from authorization to supervision

Ripple received a full MiCA Crypto Asset Service Provider (CASP) license from Luxembourg's Commission de Surveillance du Secteur Financier (CSSF) on July 6, completing a dual Electronic Money Institution (EMI) and CASP stack for its European institutional payments business. TechTimes reported that the authorization enables MiCA passporting across 30 European Economic Area markets, while Ripple's RLUSD stablecoin still does not appear as an authorized e-money token under MiCA. 13
ESMA, the European Securities and Markets Authority, launched a Common Supervisory Action on July 8 focused on CASP custody practices. National competent authorities will run risk-based reviews from the second half of 2026 through the first half of 2027, covering governance, cryptographic key and storage management, transaction controls, incident response, smart-contract risks, and third-party dependencies. 3
The EU rulebook is also likely to reopen. Euronews reported on July 8 that the European Union is set to revise MiCA in 2027 to cover non-EU stablecoin issuers and broaden the framework to tokenization and new payment technologies. The European Commission is consulting stakeholders until September 30, 2026, and Euronews cited EU diplomats who connected the review partly to U.S. stablecoin legislation and the dominance of dollar-backed stablecoins. 14
Poland remained the implementation outlier. The Sejm passed a crypto-assets market act, but the bill still needs Senate approval and a presidential signature; Manimama Law Firm reported that President Karol Nawrocki may issue a third veto. Poland's financial supervisor has said firms seeking MiCA-regulated activity in Poland must use licenses from other EU member states because Poland has no formally designated competent authority under local law. 15

Funding and deal signals

The six confirmed venture rounds tracked this week add to roughly $244 million, with Gauntlet and EDX Markets accounting for $201 million of that total. The common thread is institutional plumbing: vault curation, exchange clearing, tokenized sovereign debt, AI-linked DeFi infrastructure, and regulated regional finance.

Paradigm also announced a $1.2 billion Fund IV on July 9 for crypto, artificial intelligence, robotics, and other frontier technology. Incrypted said the fund will continue supporting crypto-linked companies such as Hyperliquid, Tempo, and Kalshi while also backing non-crypto companies including Zipline, SendCutSend, True Anomaly, and Nous Research. 20
Several smaller items came through Incrypted's aggregate roundup and belong below the independently sourced rounds. Incrypted listed three token sales: QUID raised $26 million through a hybrid Legion and Kraken Prime Sale, PULT raised $3.62 million through Catapult, and Laso Finance raised $1 million through MetaDAO with reported demand 22 times supply. 16 Incrypted also listed three M&A transactions with undisclosed terms: Fhenix acquired Sunscreen, Nium acquired Cypher, and N1 acquired 01 Exchange. 16
For founders and VC associates, the funding filter is narrow. This week's largest checks went to institutional risk tooling, exchange infrastructure, tokenized real-world assets, and market plumbing. Consumer-facing or generic token narratives were present, but they were smaller and rested on fewer independent source signals.

Summer.fi is the main operating-risk entry because it combines exploit mechanics, vault shutdown, and mixer movement. The reported three-month build-up of a stale-valued token position means the incident was more than a fast oracle glitch; vault curators should review how stale positions enter share-price calculations and how quickly operations can pause without trapping unaffected users. 6
Kraken's xStocks move is smaller in immediate dollar terms, but it matters for market structure. Tokenized equities become more useful when venues accept them as collateral, and Kraken's haircut schedule gives traders an early view of how centralized platforms may risk-weight tokenized traditional assets. 8

ETF flows and corporate BTC treasuries

U.S. spot Bitcoin ETF flows were mixed but net positive for the July 6-10 data available from Farside Investors: +$265.7 million on July 6, +$21.5 million on July 7, -$84.9 million on July 8, -$95.3 million on July 9, and +$90.4 million on July 10, for an approximate five-session total of +$197.4 million. 22 BlackRock's IBIT led the strongest daily inflow with $209.4 million on July 6, while the July 10 inflow was almost entirely IBIT at $86.8 million. 22
The corporate treasury tape cut the other way. Empery Digital sold 1,400 BTC from May 7 through July 10 at an average price of $62,200 per BTC, generating about $87.1 million and reducing its Bitcoin holdings by roughly 48%. The company said proceeds went to a $10 million debt repayment, a $65 million AI data center property acquisition for a 25% stake in a Midwest facility, legal expenses, and operations. 9
Reuters placed Empery inside a wider digital-asset treasury stress pattern. Reuters reported on July 13 that Strategy has sold about $218 million of BTC in 2026, has authorized up to $1.25 billion of additional BTC sales, and saw its market value-to-net-asset-value ratio fall below 1.0 for the first time. 23 That does not erase the ETF inflow recovery, but it changes the risk lens: spot demand and corporate balance-sheet selling can coexist in the same week.

What to monitor next

  • SEC watchers should track whether the "Regulation Crypto" proposal actually appears in July, because the Unified Agenda date is a target rather than a deadline. 10
  • Market-structure readers should watch the CLARITY Act draft expected as soon as the week of July 13 and test whether unresolved disputes can be narrowed enough to reach 60 Senate votes. 11
  • EU operators should prepare for custody reviews under ESMA's Common Supervisory Action and for a possible 2027 MiCA reopening around non-EU stablecoin issuers. 3 14
  • Cardano builders should confirm the Constitutional Committee vote at the July 13 epoch boundary before treating van Rossem as ratified. 21
  • Treasury-sensitive traders should separate ETF demand from digital-asset treasury selling, because this week had both net ETF inflows and another large corporate BTC sale. 22 9
