Roblox morning briefing — September 30, 2026: Kansas makes Roblox pay $10m and change its child-safety defaults, and Roblox starts streaming what your camera sees

Three developments for September 30: Kansas extracts $10 million and a set of new safety defaults from Roblox, Roblox's engine starts streaming only what a player's camera can see, and Sky News says a six-month investigation found self-harm material on the platform.

Kansas has become the second US state to take money and written commitments from Roblox over child safety. Two other things landed overnight: an engine change that makes a game stream only what a player's camera can see, and a British broadcaster's account of what six months of looking inside the platform turned up. All times below are CEST.

1. Kansas takes $10m and a set of new defaults

What changed. Kansas Attorney General Kris Kobach announced on Tuesday 29 September that his state and Roblox had settled over child safety 1. The money has three parts 2:
  • $9.8 million paid to the attorney general's office over three years.
  • $500,000 underwriting a three-year public-awareness campaign aimed at a Kansas audience.
  • $10 million in damages that Roblox owes if it breaks the terms.
The rest of the agreement is a list of settings. Roblox undertook to implement or continue 3:
  • Age-assurance measures for all users, so that an account reaches only age-appropriate content.
  • Expanded parental controls, run through a parent account linked to the child's.
  • Chat restricted by default to users in the same or similar age groups, the mechanism meant to keep under-18s away from unknown adults.
  • Stronger chat moderation, plus steps to keep conversations from moving onto other apps.
  • Limits on Robux transfers 2.
Two new roles come with the deal: a Kansas-based law-enforcement specialist to work on regional cases, and a specialist in child internet safety to coordinate policy 2.
Kobach put the state's case in two lines. "Parents should not have to compete with predators and poorly designed platforms just to keep their kids safe online," he said 3. "Kansas will not accept a system in which kids can be steered into conversations with strangers and then pushed onto other apps where parents have even less visibility" 2.
Kansas joins a queue. West Virginia settled with Roblox earlier for $11 million and a set of child-safety changes 4. Nebraska has sued the company 5, Los Angeles County has sued 6, and Florida and Missouri have both moved against it 2.
A KMBC news page headed "Roblox to pay Kansas AG's office $10M as part of online child safety settlement", below it a summary card reading "COVERING KANSAS — Roblox child-safety settlement: $9.8 million paid to Kansas over 3 years, $500,000 for a safety campaign, age checks, stronger parental controls, chat limits"
KMBC's page for the settlement, captured this morning. The station's own summary card is the clearest statement of the split: $9.8 million to the attorney general's office over three years, $500,000 for a Kansas safety campaign, and the age checks, parental controls and chat limits on the other side of the deal.2
Why it matters. A player meets these reforms directly. Default age-grouped chat decides who can open a conversation with a new account, and age assurance decides what an account can load. Creators meet them too: a game whose own chat or messaging layer sits outside Roblox's systems now sits inside a settlement that names off-platform contact as the thing to stop.
Shorts angle. One number carries the whole Short. Put $10 million on screen next to the settlement's four bullets — age checks, linked parental controls, default age-grouped chat, Robux transfer limits — and the list is the payoff. The version that earns comments is the viewer-check: ask watchers to open their own privacy settings and read out who is allowed to message them, then show which of the four changes has reached the build they are on.

2. The engine now streams what a camera can see

What changed. Roblox opened Frustum Streaming to every creator in a Developer Forum post published at 01:20 this morning 7.
A streaming experience normally replicates a cube of the world around each avatar, so objects arrive in every direction at once, and the radius has to grow in all of them to bring a faraway thing into view. Frustum Streaming replicates the pyramid of world the camera can actually see. Roblox's own explanation is a flashlight beam cutting through the dark: anything outside the beam is hidden from the player 7.
The switch is a property on each player, player.FrustumStreaming, with three settings:
  • Automatic — the engine decides when to turn it on, from the camera's behaviour and from current performance. Roblox says this is the best choice for most games and that it intends to make Automatic the default later.
  • Enabled and Disabled — manual control, for a game that knows when it wants the feature, such as forcing it on at the start of a scope's equip animation 7.
Automatic wakes up in three situations: a narrow field of view, as down a scope; high speed while looking the way the player is travelling, as in a racing game; and a camera moved far from the avatar, as in free camera. The current default is off 7.
Four practical details come out of the post and the staff replies under it:
  • Streaming on a client is the union of the existing cube radius, the frustum, and any multiple replication foci the game already sets.
  • The frustum reaches as far as the smaller of the device's render distance and 100,000 studs.
  • Frustum Streaming does not account for occlusion, so a player in a sealed room still pulls in the skyline behind the wall.
  • A wider field of view means more world to stream, and the extra instances cost client memory and can cost CPU 7.
Developers in the thread asked for three things the post does not offer: frustum streaming on individual parts or models, occlusion, and a way to preload what the camera is about to see. Roblox staff answered that per-instance frustum streaming is not currently offered, and that a version of the feature for a specific model is not on the table yet 7.
Roblox's Developer Forum announcement of Frustum Streaming, showing its blue "Key Takeaways" panel, a wireframe pyramid labelled as a camera frustum, and a render of red blocks in a cube around a small avatar with green blocks stretching away to the horizon
Roblox's announcement page, captured this morning. Its Key Takeaways panel states the promise and the one property a creator needs; the render beneath it is Roblox's own comparison of a cube of world replicated in every direction against a frustum replicated where the camera points.7
Why it matters. Scoped weapons and racing games are where the feature pays off, and both were awkward to build around a streaming radius that had to grow outward in every direction. A creator with a streaming game now has a decision: leave the property alone and keep today's behaviour, or turn it on and check that client scripts still cope with instances arriving outside the old radius, because the streamed set changes shape as the camera turns.
Shorts angle. Roblox's own render is the Short. The red blocks are the world replicated all around the player; the green ones are what arrives when the camera looks outward. A better one needs thirty seconds of gameplay: stand at a scope or a start line, record the pop-in on today's build, then the same frame with the property enabled, and let the two clips sit side by side.

3. Sky News says six months of reporting found self-harm material on Roblox

What changed. Sky News published a six-month investigation on Monday 28 September into a criminal network it names as "the Com" 8. Sky reports that self-harm-themed avatars and clothing were available on Roblox to children as young as five, and says the items have since been taken down 8.
The same investigation's main piece is more specific: Sky says users as young as five could buy in-game clothing carrying references to the Com, to self-harm and to extortion, and that games it viewed were deleted and then replaced by identical ones 9.
Dame Rachel de Souza, the Children's Commissioner for England, reacted that afternoon: "You would expect this to be on the dark web, it's in the light of day" 10.
Roblox has answered the reporting on none of its own channels. Its main account's most recent post is still the anniversary farewell from 28 September 11, and its newsroom carries nothing newer 12.
Why it matters. The material Sky describes is user-generated: avatars and clothing, the part of Roblox that has to be reviewed continuously, because each removal leaves a template anyone can upload again. The removal Sky documents is the visible end of that loop, and the Commissioner's reaction is the first official British response to it.
Shorts angle. The story a Short can carry is the removal and the response, with the material itself left out of the video: the Commissioner's line, the items gone, and a platform timeline that still stops on 28 September. Numbers help here — say when the investigation ran and when the items came down, and keep the claims attributed to Sky News, because Roblox has published no account of its own.

Also worth knowing

  • The anniversary's grand prize still sits on nobody's account. Dominus Infinitum shows zero owners two days after The Hunt: Roblox 20 closed, and Roblox's own economy record for the item shows no sales and no quantity issued 1314. The company has said nothing since its 27 September promise to "award the Dominus once verified" 15. Badge counts read at 08:11 this morning put the completion cape, Amictus Infinitum, at 153,013 owners, and the event's participation badge past 30 million 13. The hub itself is still joinable, with 1,040 players in it at 08:15 16.
  • A client-side experiment would put connection strength and language match on the server list. The strings serverCardMetaExperimentLayer and isServerCardPingIconEnabledParam were posted by the community member who found them in Roblox's client code 17, then carried by 4Lulz 18 and Bloxy News 19. Roblox has announced nothing about it, so treat a ping column on the server list as a test that may never ship.
  • The developer-relations account has a new name. @RobloxDevRel is now @RobloxCreators 20.
