And UN human rights chief Volker Turk asked governments to act before AI harms harden into a global governance failure.

The moves sit at three very different edges of the frontier: biological proof, defensive deployment, and public accountability. The useful question is no longer only what a model can do. It is what evidence, access controls, and institutions are ready when that capability leaves the lab. 123
