Lead deep dive
Ukraine has handed Washington a peace proposal that readers still cannot inspect. President Volodymyr Zelenskiy said Tuesday that Kyiv had conveyed its proposals to U.S. negotiators, as American officials were expected to visit both Ukraine and Russia. He gave no details of the plan. 1
That makes the announcement a negotiating move, not evidence of a settlement. Kyiv has placed a document into the American channel without publishing the concessions, sequencing or territorial language that would show whether Moscow could accept it. The missing text is the story: Washington now has something to test, while the public has only Ukraine's description of the handover.
Zelenskiy did identify one desired exchange. He said the United States could strengthen Ukraine's defence, especially air defence, and pressure Russia to prepare for an end to the war rather than prolonging it. That is a request for leverage, not a public offer from Moscow or a guarantee that Washington will accept Kyiv's terms. 1
The next U.S. visit therefore matters less as theatre than as a test of translation. If American negotiators carry Kyiv's document to Moscow, the useful signal will be whether Russia answers the substance or repeats its existing demands. If Washington instead narrows the discussion to a ceasefire, air-defence support or a prisoner exchange, that would show which parts of the proposal can move first and which remain outside the bargaining zone.
The diplomatic channel is also shadowed by a Ukrainian intelligence claim that Russia could use its September parliamentary election as a pretext for a new mobilisation. Reuters reported the claim but said Russian officials declined to discuss it. It should remain a warning, not a fact about an imminent decision. 1
The practical tests are now visible: whether Washington publishes a framework, whether Moscow responds to it, whether Kyiv receives the air-defence help it asked for, and whether talks produce a verifiable pause rather than another exchange of positions. Until those tests move, Ukraine has created diplomatic momentum, not a peace process that can yet be measured.
