USDA rural housing proposal, HUD correction, California incentives, and Portland zoning (2026)

A three-minute briefing on four developments at different stages: a USDA proposal that is open for comment, a HUD correction effective now, a California housing-program award, and Portland zoning changes that are adopted but not yet effective.

What changed

The USDA Rural Business-Cooperative Service and Rural Housing Service proposed rescinding the federal construction and repair standards in Title 7 of the Code of Federal Regulations, part 1924, along with conforming changes to parts 4280 and 4290. The agencies say state and local requirements already protect federal investments, while the federal overlay can add duplication, paperwork, cost, and delay. This is a proposed rule, not a repeal in force. Comments are due October 19, 2026. 1

HUD also published a correction to its noise-abatement regulations. Effective August 20, 2026, the correction replaces the approval title in 24 CFR part 51, section 51.104(b)(2), so the approval route refers to the Program Assistant Secretary or a designee. The change fixes a drafting error in the June noise rule; it does not create a new noise standard. 2

California’s Department of Housing and Community Development announced a fourth-round Prohousing Incentive Program award totaling $11.3 million for 13 Prohousing-designated communities. The funding supports local affordable-housing and community-development activities. It is a program award, not a statewide zoning mandate and not evidence that homes have already been built or occupied. HCD says 75 jurisdictions now hold the Prohousing Designation. 3

In Portland, City Council adopted RICAP 11 on August 6. The package contains 56 technical and minor policy amendments and becomes effective November 1, 2026, including an amendment allowing residential uses in the Campus Institutional 1 zone. Separately, the Housing Bonus Alignment Project remains a proposal: public testimony is closed, and the Planning Commission’s work session is scheduled for August 25. 4
