PayPal (PYPL): 26% ROE, $5.6B free cash flow, and 10.8x earnings on 2% revenue growth

PayPal clears the channel's three gates at 10.8 times earnings and 7.5 times free cash flow, with revenue growth down to 2%, a take rate 7.5 basis points lower, and a restructuring bill landing on this year's reported profit.

PayPal runs a wallet that sits between a consumer's bank account and a merchant's checkout, and takes a fee on each payment that crosses it. In the September 2026 quarter the platform moved $487.1 billion across 6.8 billion transactions. 1
The company clears this channel's three gates on the year ended December 31, 2025. Reported return on equity was 25.73%, above 15% in each of the three years the gate covers. Free cash flow was $5.56 billion, and positive in every year of the window. 2
All four valuation multiples sit below their own five-year medians. Three of the four sit below the entire five-year range. 3
The shares closed at $57.01 on Friday, October 30, 2026, 19.4% below their 52-week high of $70.77. 4 The market value is $47.36 billion and the enterprise value $51.33 billion. 5
That works out to 10.84 times trailing earnings and 7.52 times trailing free cash flow, a free cash flow yield of 13.30%. 5
What the multiple asks is whether the earnings base holds. Revenue grew 2% in the September quarter, the slowest of the last four, and active accounts rose 0.6% to 440 million. 1
Enrique Lores became chief executive on March 1, 2026, having run HP Inc. before it. 6 He is cutting costs, and the restructuring charges land in the current year's reported earnings while the savings arrive after them.

Scope and definitions

The price snapshot is the October 30, 2026 close of $57.01, a market value of $47.36 billion and an enterprise value of $51.33 billion. 5 The shares sit 48.2% above their 52-week low of $38.46. Short interest is 3.28% of the shares outstanding. 5
PayPal reports on the calendar year, so the three most recent completed fiscal years are 2023, 2024 and 2025. 2 The latest reported period is the quarter ended September 30, 2026, published on October 27, 2026. 1
Return on equity is net income divided by average shareholders' equity for the year. A second column gives the same ratio on year-end equity, because a company buying back stock shrinks its equity base and lifts the average-equity version. 3
Free cash flow is net cash provided by operating activities less purchases of property and equipment, the two lines in the audited cash-flow statement. 7
The four multiples are P/E on trailing diluted earnings per share, P/B on book value per share, P/FCF as market capitalisation divided by free cash flow, and EV/EBITDA as the data provider computes it. Forward P/E is the provider's consensus estimate for the year ahead, and appears only in the peer table. The historical range is the value recorded at each December 31 from 2021 to 2025. 3
The valuation gate has two boundaries, and both must be cleared. The first is the company's own five fiscal year-ends: the current multiple must sit below that median on all four measures. The second is the peer group: on EV/EBITDA and P/FCF the multiple must also sit in the cheaper half of the five comparables in the table below.
The peer set is Block, Global Payments, Affirm, Shift4 and Adyen. 89101112 The annual report describes competition in categories that run from banks and card networks to digital wallets, buy-now-pay-later lenders, stablecoins and point-of-sale hardware, without naming companies. 2 The five are the listed merchant platforms and wallets that sell against PayPal for the same checkout.
Fiserv is absent from the table because no consistent set of figures for it was available for this edition.
This week's search ran against the Securities and Exchange Commission's XBRL frames interface, which publishes every reported value of one accounting tag for one period across all filers. Pulling net income, shareholders' equity, operating cash flow and capital expenditures for 2023, 2024 and 2025 returned 3,100 companies carrying all four items across those years. 13141516
Of those 3,100, the screen left 299. Each cleared a 15% return-on-equity floor in every year, kept free cash flow positive in every year, and reported at least $300 million of revenue in 2025. The valuation test ran on the 70 of them with at least $1 billion of revenue that this channel has not already published. Seventeen sat below their own median on all four multiples. Six also held return on equity above 18% in every year and free cash flow at or above its 2023 level.
PayPal is the largest of those six by revenue and market value, and the furthest below its own medians. The other five trade in narrower markets with thinner public data: Graco, Kinsale Capital, Insulet, RLI and Charter Communications.
The route reaches SEC filers that tagged those four items inside the annual frames, so an issuer on a fiscal calendar outside the calendar year enters on an approximate match. PayPal files on the calendar year, which puts its screen years and its fiscal years on the same dates. 2

The three gates

Gate 1: return on equity above 15% in each of three years

The gate covers fiscal 2023 through 2025, and all three years clear it. The 2022 row sits outside the three-year window and shows what the gate leaves out: net income fell to $2.42 billion that year from $4.17 billion in 2021, and the ratio fell to 11.52%. 17
A reader applying the gate strictly to a five-year window would fail PayPal on 2022. A reader applying it to the three most recent years, as this channel does, passes it.
The 2025 figure needs its own decomposition, because two items outside the operating business lifted it. Other income turned from $4 million in 2024 to $227 million in 2025, and the effective tax rate fell from 22% to 17%. 2
Hold the tax rate at 2024's 22.2% and apply it to 2025 pre-tax income of $6,292 million. Net income comes out at about $4.90 billion, an 18% increase over 2024 against the reported 26%. 2
The adjusted figure still puts the ratio near 24%, well above the floor. The gate holds; the reported jump is partly a tax comparison.
Equity itself drifted down over the period, from $21.05 billion at the end of 2023 to $20.26 billion at the end of 2025. 2 Treasury stock at cost reached $33.14 billion by then, against $27.09 billion a year earlier, so repurchases are shrinking book equity faster than retained earnings rebuild it. That is the mechanism that keeps the ratio above 20% while profit grows slowly.
Trailing twelve-month return on equity is 23.82%. 5

Gate 2: positive free cash flow

PeriodOperating cash flowCapital expenditureFree cash flowChange

Trailing twelve months to September 2026$7,093M$794M$6,299M 7+13.2%
Free cash flow has been positive in every year, and the three-year window clears the gate with room. The path inside it is uneven: 2024 was the peak, 2025 fell 18%, and the trailing figure has climbed back above the 2024 level.
PayPal's own explanation for the 2025 decline attributes about $1.2 billion of it to an increase in originations of loans held for sale, net of sales and repayments. 2 That is a lending business growing its balance sheet, and the cash converts when the loans are sold.
The same timing sits inside the quarterly numbers. Third-quarter free cash flow fell 17% to $1.43 billion, while adjusted free cash flow, which strips out the timing between originating buy-now-pay-later receivables held for sale and their later sale, fell 10% to $2.05 billion. 1 Both are positive, and both are shrinking.
Capital expenditure is small next to the cash the business makes, at 2.6% of revenue in 2025 and 2.3% over the trailing year. 7 The asset that generates this cash is a payments network and a merchant base, built through software and sales spending.

Three of the four sit below their entire five-year range. P/E is 3.8% above its 2025 low of 10.44x and below everything else in the series.
The historical test is one boundary. The peer table applies the second, at the same October 30 close.

Trailing P/E is close to unreadable across this group. Block trades at 129.56 times earnings, Global Payments has no meaningful trailing figure, and Shift4 at 64.10 times. Those three earn between 1.61% and 6.49% on equity, so a dollar of their earnings is a thin slice of the business. Comparing trailing multiples here ranks the group by how much equity each company holds.
The cash-based columns carry the comparison. PayPal is the cheapest of the six on EV/EBITDA at 7.87 times, second cheapest on P/FCF at 7.52 times behind Shift4's 7.30 times, and second highest on free cash flow yield at 13.30% behind Shift4's 13.70%. 11
On forward earnings PayPal sits third of six, behind Global Payments at 6.58 times and Shift4 at 7.36 times. It is the only company in the group that pairs a return on equity above 20% with an EV/EBITDA below 10 times; Adyen is the next closest at 21.27% and 10.44 times. 12
That combination is what the gate is measuring. A cheap multiple on a business earning 2% on equity is a different object from a cheap multiple on one earning 24%.

What PayPal sells

A PayPal account lets a consumer pay a merchant without handing over card details, and lets the merchant accept the payment without building the integration themselves. Revenue comes from the fee charged on each transaction.
The company describes a two-sided network across roughly 200 markets, with 439 million active accounts at December 31, 2025. 2 Consumers get a wallet, a way to send money to each other, and credit or instalment options. Merchants get checkout buttons, gateway processing and fraud tools.
Brands under the roof include PayPal, Venmo, Braintree, Xoom, Hyperwallet, Honey and Paidy. 2 Venmo is the consumer wallet that carries peer-to-peer payments in the United States. Braintree is the merchant-side processor that large platforms integrate against. Honey is a shopping-rewards extension. Paidy offers buy-now-pay-later in Japan.
The revenue splits two ways. Transaction fees produced $29.80 billion of the $33.17 billion in 2025, or 90%. The remaining $3.37 billion came from partnerships, referral and subscription fees, gateway fees, interest on the loan book and interest earned on assets behind customer balances. 2
Geography splits 57% United States and 43% international in 2025. 2
PayPal employed about 23,800 people at the end of 2025, 46% of them in the Americas and 42% in Asia-Pacific, with roughly 9,600 in the United States. 2
The annual report's competition section lists adjacent industries and names no companies: banks, card networks, processors, wallets, instalment lenders, real-time payment systems, point-of-sale hardware, stablecoins and shopping tools. 2 The two pressures that bear on the multiple are the merchant-side processors, with Adyen, Block and Shift4 among the listed ones, and the wallets built into phones that let a consumer pay without opening a PayPal app.
The company also carries a stablecoin position. PayPal USD is a dollar-denominated token issued by a third-party partner and held by PayPal and Venmo customers in some markets. 2

Revenue growth has slowed every year since 2023, from 8.2% to 4.3%. Diluted EPS grew faster than net income in 2025 because the share count fell from 1.04 billion to 968 million. 17
The quarterly revenue series shows the deceleration carrying into 2026.

Volume grew 6% and revenue grew 2%, which means the fee taken per dollar of volume fell. Revenue divided by total payment volume was 1.763% in the September quarter against 1.837% a year earlier, a fall of 7.5 basis points.
Run the arithmetic on those two rates. The extra $29.1 billion of volume, priced at last year's 1.837%, was worth about $534 million of revenue. The lower take rate gave back about $366 million of it. Revenue ended $167 million higher. 1
The mix explains it. Transaction revenue rose 3% while the other value added services line, which holds interest on customer balances and the loan book, fell 2% to $873 million. 1 Lower short-term rates trim what PayPal earns on money sitting behind customer balances.
International revenue fell 2%, or 4% excluding currency, while United States revenue rose 5%. 1
The gap between the GAAP and non-GAAP operating margins is the restructuring line. PayPal booked $255 million of restructuring and other in the September quarter against $69 million a year earlier, and $442 million over the nine months against $251 million. 18
For the full year PayPal guides to GAAP diluted EPS of about $5.07 and non-GAAP diluted EPS of about $5.60, raised from about $5.38 three months earlier. 1 At $57.01 the shares are 11.2 times that GAAP guidance and 10.2 times the non-GAAP figure.

Balance sheet and capital allocation

At September 30, 2026 PayPal held $15.07 billion of cash and investments: $7.16 billion of cash, $3.12 billion of short-term investments and $4.79 billion of long-term investments. 18 Debt was $13.47 billion, split $2.53 billion current and $10.94 billion long term. 18
Debt runs 2.13 times EBITDA and interest coverage is 12.49 times. 5 The balance sheet carries $10.97 billion of goodwill, most of it from the acquisitions that built Braintree, Venmo's parent and Honey. 18
The customer funds on the balance sheet are not PayPal's money. Funds receivable and customer accounts stood at $38.42 billion against funds payable and amounts due to customers of $40.92 billion. 18 Those two lines move together and offset each other within $2.5 billion.
The loan book is a real asset and a real risk. Loans and interest receivable held for sale were $3.69 billion and loans held for investment $5.62 billion at September 30. 18 PayPal originates the credit and sells much of it to partners, which is why the held-for-sale line swings with origination timing.
Buybacks are the main use of the cash. PayPal repurchased about 94 million shares for $4.5 billion in the first nine months of 2026 at an average of $47.78. 18 Roughly $9.4 billion remained available at September 30 under the February 2025 authorisation. 18
The share count shows the effect. Shares outstanding are 830.66 million, down 8.79% over twelve months, and diluted shares in the September quarter were 858 million against 960 million a year earlier. 15
At the third quarter's $1.5 billion pace the remaining authorisation lasts a little over six quarters. Every share retired at $57 raises the per-share claim on a business whose earnings are flat, which is where the 8% non-GAAP EPS growth came from against a 3% non-GAAP operating income increase.
The dividend is $0.14 a quarter, $0.56 a year, a yield of 0.98% and a payout of about 11% of trailing earnings. 5 The board declared the next one on October 27, payable December 24 to holders of record on December 4. 1
Return on invested capital is 21.75%, above the 19.13% recorded in 2023. 35 A business earning that on its capital while trading at 7.87 times EBITDA is the whole shape of the case.

The three arguments against the multiple

Revenue growth has fallen to 2%. The quarterly series runs 4%, 7%, 5%, 2%. 1 Active accounts added 1.6 million in the quarter, and the 440 million total is up 0.6% on the year. A payments network earns from existing accounts through more transactions per account, and transactions per active account rose 6% to 60.8. 1
The fee taken per dollar of volume is falling. Take rate went from 1.837% to 1.763% in a year, 7.5 basis points. 1 Braintree, the merchant-processing arm, grows volume faster than it grows revenue, and the annual report notes that Braintree's 2025 transaction revenue rose on higher volume alongside a decline in the number of transactions. 2
The restructuring is being paid for out of current earnings. $255 million in the quarter and $442 million over nine months, against $69 million and $251 million a year earlier. 18 GAAP operating income fell 8% while non-GAAP operating income rose 3%, and the difference between them is that line.

Risks and what would settle each one

Revenue growth stalling below 3%. Two more quarters at or under 3% would mean per-share growth rests entirely on the buyback. Watch the December 2026 and March 2027 quarters; the company's guidance implies a soft fourth quarter, since GAAP EPS of about $1.37 compares with $1.53 a year earlier. 1
Take rate falling through 1.72%. A further 4 basis points at the September quarter's volume would cost roughly $200 million of quarterly revenue, enough to turn 2% growth into a decline. Watch the revenue-over-volume ratio each quarter; it is the single line that separates volume growth from revenue growth. 1
Restructuring charges running past 2027. The charge has been $200 million or more for two consecutive quarters. A quarterly figure above $150 million in the first half of 2027 would mean the GAAP earnings the 10.84 times multiple is built on stay below the non-GAAP figure the company reports. 18
Interest on customer balances shrinking. The other value added services line fell 2% to $873 million as short rates came down. 1 A repeat of that $22 million quarterly decline costs about $88 million a year, or 0.3% of revenue. Watch the same line against the federal funds path.
Credit losses turning up. Transaction and credit losses were $386 million in the quarter against $483 million a year earlier, split $328 million of transaction losses and $58 million of credit losses. 18 A rise back above $483 million in a quarter would reverse that gain and land on the loan book, which stands at $9.31 billion across held-for-sale and held-for-investment.
Securities litigation over branded checkout. The consolidated complaint in In re PayPal Branded Checkout Securities Litigation, filed August 10, 2026, covers a class period from February 7, 2024 to February 2, 2026 and seeks unspecified damages. Derivative actions followed. 18 No settlement figure has been recorded, so there is no number to weigh here; a disclosed accrual or a settlement amount would be the event to act on.

Catalysts on the calendar

The December 4 record date and December 24 payment carry the $0.14 dividend. 1
Fourth-quarter and full-year 2026 results are the next verification event. PayPal filed its 2025 results on February 3, 2026, which points to late January or early February 2027 for the same report this cycle. 2 Three things there settle the year: whether revenue growth holds at 2% or better, whether the restructuring charge steps down, and the 2027 guidance for transaction margin dollars.
The $9.4 billion buyback authorisation runs about six more quarters at the current pace, and each quarter's share count is reported. 18

What the case rests on

Two forces pull in opposite directions, and the multiple says the market has already decided which one wins.
One force is per-share value compounding anyway. PayPal earns 23.82% on equity, converts 18% of revenue into free cash flow, and retires 8.8% of its shares a year. 5 Even with flat earnings, that share count does the work: $9.4 billion of authorisation at today's price retires about 20% of the company. 18
The other force is a 2% revenue growth rate and a take rate sliding about 7.5 basis points a year. If both persist, volume growth and buybacks together might produce mid-single-digit per-share growth, and a 10.84 times multiple would price that exactly.
The first force dominates while free cash flow holds near $6 billion and the buyback runs at $1.5 billion a quarter. The second dominates if take rate keeps falling faster than volume rises, or if restructuring charges outlast the savings they buy.
The distance between the two readings is measurable. Free cash flow above $6 billion with revenue growth at 3% or better supports the first. Revenue growth at or below 2% for two more quarters, with the take rate under 1.72%, supports the second. 1
