August 23 in business history: three commitments that created the next operating test

Hewlett-Packard’s founding partnership, Steve Ballmer’s Microsoft succession decision, and Comirnaty’s full approval show how the first proof creates the next operating obligation.

Most business milestones arrive with a clean verb: meet, resign, approve. The harder question starts one sentence later. What obligation did the decision create, and who had to carry it?
On August 23, three cases put that question at different points in a company’s life. Bill Hewlett and Dave Packard began a partnership that had to become a repeatable business. Steve Ballmer announced a CEO transition while Microsoft was changing its strategy. The FDA fully approved Pfizer-BioNTech’s Comirnaty, moving a vaccine into a more demanding long-term regulatory and commercial regime. The first proof was public in each case. The next proof had to be operational.

August 23, 1937: Hewlett and Packard choose to build together

Bill Hewlett and Dave Packard met on August 23, 1937, after graduating from Stanford, and discussed starting a venture to design and manufacture electrical-engineering products. The meeting was a partnership decision before it was a company decision. 1
The next obligation was to turn compatible ambition into work that a customer would pay for. In 1938, Hewlett, Packard, and Packard’s wife Lucile set up a workshop at 367 Addison Avenue in Palo Alto. HP’s archive identifies the first product as the Model 200A audio oscillator, a low-cost, high-precision instrument that attracted Walt Disney Studios as an early major customer. Disney bought modified oscillators for theaters showing Fantasia (1940). 2
Hewlett and Packard formalized the partnership on January 1, 1939, after the garage work and early product effort had begun. A coin toss determined the order of their names. By 1951, the company’s sales had reached $5.5 million; Hewlett-Packard went public in 1957. Those later milestones belong to the years after the meeting, but they show the sequence the meeting had to start: shared work, a product with a clear buyer, a formal company, and capital that could support expansion. 12
The mirror for today: A founding team, joint venture, or new business unit should define the first repeatable proof before celebrating alignment. Which customer problem will the partners solve together? Which person owns the first sale or deployment? What evidence would show that the relationship works under pressure rather than only in conversation? Hewlett and Packard’s meeting mattered because the pair moved quickly toward a product, a buyer, and a way to work.

August 23, 2013: Ballmer opens Microsoft’s succession process

On August 23, 2013, Steve Ballmer announced that he would retire as Microsoft’s CEO within 12 months, after a successor was chosen. Ballmer said he would remain CEO during the transition, while a special committee selected the next leader. The announcement came as Microsoft was reorganizing around a devices-and-services strategy and a more integrated structure. 3
The stake was larger than a change in the name on the door. Microsoft had to preserve execution while deciding whether the next CEO would continue, revise, or replace the new direction. The announcement itself left the successor open. The board had to run a selection process while employees, customers, partners, and investors watched for evidence that the strategy would survive the handoff. 3
On February 4, 2014, Microsoft named Satya Nadella CEO, effective immediately. Nadella became the company’s third CEO and came from its Cloud and Enterprise group after 22 years at Microsoft. The appointment placed a leader with direct cloud operating experience at the center of a company facing pressure in consumer products and a wider shift toward mobile and cloud computing. 4
Microsoft’s later results show the scale of the operating arc, while leaving causality more precise than a simple before-and-after story. In fiscal 2024, Microsoft reported more than $245 billion in revenue, 36,000 Azure Arc customers, and more than 60,000 Azure AI customers. The annual report describes continued investment in cloud, AI, security, and operating discipline. Those results belong to a much larger set of decisions made over many years; they are evidence of the company’s later operating position, not proof that Ballmer’s announcement alone produced it. 5
The mirror for today: A leadership transition is complete when the successor owns the strategy, the organization knows which decisions changed, and the first operating measures move in the intended direction. Before announcing a CEO change, board succession, or founder handoff, name the decision rights that must transfer, the first 12-month measure, and the signal that would show the new leader inherited a story rather than a functioning plan.

August 23, 2021: Comirnaty moves from emergency use to full approval

On August 23, 2021, the U.S. Food and Drug Administration fully approved Pfizer-BioNTech’s COVID-19 vaccine, marketed as Comirnaty, for people aged 16 and older. History.com reports that the FDA reviewed manufacturing data and an expanded clinical trial of about 44,000 participants before granting the approval. The FDA’s product page identifies Comirnaty as an mRNA COVID-19 vaccine manufactured by BioNTech Manufacturing GmbH and links to an approval letter dated August 23, 2021. 67
The commercial meaning of the decision was a change in the company’s operating burden. Emergency availability had already required production, distribution, pharmacovigilance, and public communication. Full approval added a durable product and label to maintain. Manufacturing consistency, safety monitoring, eligible populations, and evidence for future label changes became continuing work rather than a one-time launch checklist. The FDA’s current product page still links approval letters and safety information, which is a reminder that approval sits inside an ongoing regulatory record. 7
The label itself illustrates why the first approval is only a baseline. The historical 2021 approval covered people 16 and older. The FDA’s current page lists approval for people 65 and older, or people ages 5 through 64 with at least one underlying condition that places them at high risk for severe outcomes from COVID-19. The current page also links a June 2025 update on required warnings for mRNA vaccines. The product’s regulatory perimeter has therefore remained an operating object that can change with evidence and public-health conditions. 67
The mirror for today: A regulated launch plan should name the owner of the post-approval system, the first measure beyond shipment volume, and the signal that would force a label, process, or distribution change. Approval can open the market; it also commits the company to keep earning the right to stay there through evidence, controls, and communication.

The managerial test for today’s decision

Each August 23 event began with a visible commitment and then created a less visible obligation. Hewlett and Packard had to prove that a partnership could produce a customer-ready instrument. Ballmer had to make succession serve a strategic handoff. Pfizer and BioNTech had to operate a vaccine after the regulator changed its status.
Before committing more capital or announcing a major move, write down four answers:
  1. Owner: Who is accountable for the next obligation, including exceptions?
  2. First measure: What result should move before the full outcome arrives?
  3. Operating obligation: What new process, capability, or decision right must exist for the commitment to work?
  4. Disconfirming signal: Which early fact would tell you that the original thesis needs to change?
The historical mirror is useful when it makes the next test visible. The first proof earns attention. The second proof earns the right to keep building.
