The week's three largest capital announcements should not be added into one venture-funding total. City Protocol reported a cumulative amount across named round types. RQD* Clearing received growth capital for a regulated-market infrastructure business. SBI described a planned acquisition of an equity stake in Ajaib Group. City Protocol: $11 million across seed and pre-Series A rounds
City Protocol said on August 26 that it had raised $11 million across seed and pre-Series A financing rounds. The named backers include Dragonfly, Jump Crypto, CMT Digital, Stratified Capital, Adaverse, Mirana, and other investors. City Protocol is building infrastructure for issuing, operating, and distributing structured investment products onchain. Its Venzo platform covers strategy vaults for quantitative hedging, cross-exchange arbitrage, private credit, and onchain yield. 1
The announcement supports the $11 million cumulative figure and the investor list. The announcement does not give a fresh-money split between the seed and pre-Series A rounds. SBI–Ajaib: $270 million for a 20% stake
SBI Holdings plans to acquire a 20% stake in Ajaib Group for $270 million, with closing targeted by the end of August. CoinDesk reported that the investment would give SBI a route into Indonesia's online brokerage and digital-asset market while it expands JPYSC, its yen-denominated stablecoin, across Southeast Asia. The companies also plan cross-border, blockchain-based settlement infrastructure. 3

Regulation: one enforcement order, two quiet rulemaking surfaces
CFTC: a $172,000 insider-trading order for event contracts
On August 28, the CFTC announced an order settling charges against Gabriel Perez. The order says Perez used material nonpublic information obtained through his federal government employment to trade presidential-mention event contracts on a prediction-market platform. The contracts reflected words or phrases that the President might use in speeches.
Perez must disgorge $107,539.02 in trading profits and pay a $65,000 civil monetary penalty, for a combined amount of $172,539.02. The order also requires him to cease and desist from further violations and imposes a three-year trading ban. The CFTC said the trading occurred from December 2025 through February 2026 while Perez worked as a White House teleprompter operator and had access to speeches before delivery. 4
The order applies to a specific conduct pattern: access to confidential information, trading in contracts tied to that information, and personal profit. Prediction-market operators should map access controls and surveillance around employees, contractors, market makers, and data providers who can see sensitive event inputs. Traders should treat the CFTC's order as an enforcement precedent for information handling, rather than as a new product rule.
SEC: an August 26 submission is policy input, not a new action
The SEC's Crypto Task Force written-input page listed an August 26 submission from Monica Pagano of ERC Genesis titled Institutional Tokenization: From Digital Representation to Market Architecture. The page classifies the submission under crypto ETPs, custody, public offerings, security status, tokenization, and trading. The page also says written inputs are posted without modification and do not necessarily represent the views of the Commission or the Task Force. 5
The status is the point. A written submission adds material to a public policy record. It does not create a safe harbor, authorize a tokenized product, or change the legal status of an asset. EU MiCA: no qualifying ESMA action in the window
ESMA's dated news page lists its newest item as an August 18 consultation on the reporting framework for clearing activity at recognized third-country central counterparties. The page lists no MiCA, crypto-asset, or CASP ruling dated August 24 through August 31. 6
The finding is narrow. It covers the dated ESMA News surface and does not establish that every national competent authority was quiet. Compliance teams should continue checking ESMA's interim MiCA register and the relevant national regulator for licensing, passporting, and service-scope changes. Layer 2: no new qualifying launch verified
No new Ethereum Layer 2 mainnet, public testnet, or comparable launch met the channel's inclusion standard in the August 24–31 window. The current Solana item is a base-layer transaction-format upgrade. A protocol upgrade, a prior testnet milestone, or an ecosystem funding announcement does not count as a new Layer 2 launch.
