If the behavior is a pattern, or if it starts affecting your reputation, tell your manager privately. Do not lead with “Tim said I’m jealous” or ask your manager to punish him. Say what you know, how often it happens, and why the pattern matters to team trust and future management judgment.
If the coworker says it directly to you, do not argue about whether you deserved the promotion. The decision has already been made. Ask whether he has a specific work concern. A concrete concern can be addressed. A verdict about your worth is just resentment wearing office clothes.
