If every newsroom agent sees the story, who defines the story?

AP and a consortium of broadcasters and technology companies are developing the Story Object Model (SOM), a proposed open standard for carrying story context across newsroom tools. The shared layer could include story state, lifecycle, priority, relationships, editorial flags, and changes. 12
AP's working concept adds a persistent Story Agent for each story, from tip-off through distribution. SOM carries the common structure; separate Skills carry each organisation's editorial rules. The proposal keeps the models inside individual tools and tries to give those tools the same picture of the story. 2
The practical test is a changing story: if an evacuation boundary moves, a graphics system and downstream tools should receive the same context update instead of acting on stale assumptions. The project entered a six-month development phase in 2026, with live proof-of-concept demonstrations planned for IBC2026 on September 11–14. 3
